Learn the Basics

  • sadgrl.online I'm sure you already know this one but I highly recommend. Has a lot of tutorials on basic webmastery.
  • w3schools good website with interactive tutorials to teach you about web design. It has an index of all the functions you can do with html + css and walks you through them quite easily. I use it a lot when I don't know what I'm doing.
  • mozilla html/css reference

Site Builders

websites that let you generate a custom html template. you won't need any experience to start with this but you'll need to learn some basic html and css to make any extra tweaks or to change it around once it's made.

Layouts

pre-made html templates that you are free to use and modify as you wish. Usually the maker wants credit back to their page or might add a few more conditions.

Fonts

I wouldn't recommend hotlinking to Google Fonts. Even though it's easy to use, they take your site data and god knows what else. Downloading the fonts would still be fine, however. Probably.
